How Property Rates are Calculated in Northern Ireland
Unlike other parts of the UK where Council Tax is based on valuation bands, Northern Ireland uses a Capital Value system. Your annual rates bill is the sum of two distinct parts: the Regional Rate and the District Rate.
The Formula
(Capital Value x Regional Rate) + (Capital Value x District Rate) = Total Annual Rates
- Capital Value: The estimated market value of your home as of 1st January 2005, assessed by Land & Property Services (LPS).
- Regional Rate: This is set annually by the Northern Ireland Assembly and is uniform across the entire country. For the 2024/25 period, the domestic regional rate is 0.004722.
- District Rate: This is set by your local council to fund local services like waste collection, parks, and leisure centers. Each of the 11 councils sets its own rate.
Practical Example
If you live in Belfast and your property has a capital value of £200,000:
- Regional Portion: £200,000 x 0.004722 = £944.40
- District Portion (Belfast): £200,000 x 0.003310 = £662.00
- Total Annual Bill: £1,606.40
Rate Reliefs and Reductions
Several schemes exist to help homeowners reduce their bill:
- Lone Pensioner Allowance: A 20% discount for people aged 70 or over who live alone.
- Disabled Person's Allowance: A 25% reduction if a property has been adapted for a person with a disability.
- Rate Relief / Housing Benefit: Support for those on low incomes.
- Early Payment Discount: Usually a 4% discount if the bill is paid in full by a specific date in early summer.
