- Property Valuation: Most councils use the Capital Improved Value (CIV), which includes the land plus any buildings or improvements. Some use Unimproved Value (UV – land only) or Net Annual Value (NAV – rental potential).
- Rate in the Dollar: This is a decimal figure set by the council during their annual budget process. It is calculated by dividing the total revenue required by the total value of all rateable properties in the shire.
- Waste Management Charges: A flat fee typically applied to cover the cost of kerbside bin collection and recycling programs.
- Fire Services Property Levy: A state-mandated levy collected by councils on behalf of the government to fund emergency services like the CFA or MFB.

Suppose you live in a municipality where the Rate in the Dollar is 0.00285 and your property is valued at $800,000.
- General Rate: $800,000 × 0.00285 = $2,280.00
- Waste Charge: $380.00 (Flat fee)
- Fire Levy: $150.00 (Base + Variable)
- Total Yearly Bill: $2,810.00

Why Do Rates Vary?
Your rates might increase even if the "Rate in the Dollar" decreases. This usually happens if your property's value increased at a higher percentage than the average property in your council area. Conversely, if your property value stays flat while others rise, your total bill might actually decrease relative to the rest of the community.
