Understanding Workplace Injury Rate Calculations in Singapore
In Singapore, the Ministry of Manpower (MOM) monitors Workplace Safety and Health (WSH) performance using standardized metrics. Monitoring these rates is not just a regulatory requirement for many industries but also a vital part of risk management and corporate social responsibility.
1. Accident Frequency Rate (AFR)
The AFR measures how often workplace incidents occur. It is calculated by dividing the total number of workplace injuries by the total man-hours worked, then multiplying by one million. This provides a benchmark for the number of accidents expected for every million hours of labor.
2. Accident Severity Rate (ASR)
While AFR looks at frequency, ASR looks at the impact. It calculates the number of man-days lost due to workplace injuries per million man-hours worked. A high ASR indicates that the accidents occurring are leading to significant downtime and potentially more serious injuries.
3. Workplace Injury Rate (Per 100,000 Employees)
MOM often publishes annual reports using a rate per 100,000 employed persons. This is useful for comparing different sectors (like Construction vs. Manufacturing) regardless of the size of the workforce in those specific sectors.

Imagine a construction firm in Singapore with the following annual data:
- Total Employees: 200
- Total Man-hours Worked: 450,000
